Build COA Tables For a New Fiscal Year

Parameters

NEW-FYR	The new fiscal year to be built. (YYYY)
OLD-FYR	The fiscal year from which the new tables will be built. (YYYY)
PURGE-FYR	The fiscal year to be removed. (YYYY)
UPDATE-FEE-RATE	Y = When copying new records for the new FYR, copies the rate from the old Fee master record into the new FYR summer rates and zero's out the rates for Fall, Winter and Spring. (Default) N = Copy old FYR quarterly rates to new FYR quarterly rates.
